I am commanded by My Lords Cormissioners of the Admiralty to request that you will inform the Secretary of State for the Colonies that they have received a representa- tion from Messrs. Armstrong, Whitworth & Co., that a quantity of amamition for the Chinese Naval Service, consigned to Shanghal per the steamship "DEN OF AIRLIE", has been discharged at Hong Kong by order of the Governor. As goods in transit this ammunition should strictly speaking not have been interfered with, and My Lords would be glad if Mr.Harcourt would instruct the Governor to release it.
